And it's not really obvious to constantly enable/disable option during construction. By the way, tried your advice with the Empire: doesn't work like that. No effect of enabling/disabling option during construction (deployment of building's cores).
But this option partially works: building's cores are produced instantly. It's their deployment where the waiting is. Didn't try your advice with the Soviet for now. I found out one more thing: clearance updates (Allies) and building updates (Empire) most of the time are not completed instantly, but if paused/canceled and restarted - works just fine.
There are no available cheats for the red alert. But this thing might help you.
Use any army to damage your base like war factory and the barracks. Create an engineer and spy. Control the engineer and the spy. The engineer must be the first one near the building. Then select both of them and use the rally point directing to the building being damage. By default the key will be 'z'. You will notice then that all the units produce will be promoted by 1 rank on that building.
